It is the IC2 with an cross device on it.

Usually seen on saxon ribbon bars.

First ribbon is for the SV3b or aX, second one is SA3b or aX, EK2, SLD, SDA ?

Rare picture, and its really a soldier of the Grenzjäger Regiment/Abteilung 3 Nostitz, former Freikorps Michaels. While people tend to call every sächs. Grenzjäger, Freikorps Michaelis.
