I believe same thing happened with Soviets Orders manufactured after 1945 (and for some even after 1944). Take a look at the obverse of this Order of Red Star.Do you see it? Remember this statement (post #74-76)? Well, looks like these are not the marks, but enamel defects that looks like marks O under the enamel.
