I am no expert and do not know why the shield and sword is on the scroll, but the first one looks Italian made ? Maybe 1944, 1945? -

In August 1916 the Alpenkorps combat troops were totally "smashed" ... As the Staff was still able to function and knew the terrain, the combat elements of the Division were sent to the Argonne and came under the command of the 33rd Div, while the combat elements of the 33rd Div were sent to Verdun to fight under Alpenkorps command... this only lasted for a couple of weeks or so the the complete Alpenkorps was sent to Romania... So this was only possible for a couple of weeks in 1916... I am not sure if these are under thew Alpenkorps command at Verdun or under the 33rd Div in the Argonne. I assume the guy with the white ribbon is detached from the Alpenkorps staff...

Could it have been done out of frustration and lack of good communications channels? i.e. the medal is ordered, the engraver asks for the details, they send the date, he says he needs the names, they think "Damn... we don't have the names... and by the time we get a message out there and wait for the answer we will be old and grey"... so they tell the maker just to put the date on and Basta! I imagine it was a ship every two months kinda deal?
