The GDR ceased to exist in 1990 and Soviet (Russian) soldiers went back to Russia in 1994. What were they doing in East Germany with Soviet cloths in 1998?

If a veteran earned a Partisan Star 1st Class and never worn it, I guess he would have been not so proud to have received that order. Anyway, your star is very nice even if worn or not worn.
I didn't mean it by the number, but by the look of it. I do not see any trace of wear on it. It seems it was just out of the mint, because it is in pristine condition.

I have just added this nice Order of the Red Star to my collection. I have ordered research upon reception. It is supposed to have been awarded to an East German officer. The needle has an East Geman made configuration.
