Looks like patina pattern (or, another variant, something was lying on suspension for a looong time) I don`t see any signs of cleaning. Ribbon could be later replacement, but it looks really nice and I think it came from Meiji epoch

A little correction As for now I think it will be better to refer to this maker simply as PV. Why? Because Peter (not Pavel) Vasilyev workshop was located in Moscow (just checked and double checked it) and second mark belongs to St.Petersburg
