Come on! This is very nice cap badge. At least it is not 1982 type (has the same design but made in aluminum). P.S. 1949 type looks like enameled red star with two crossed rifles and has hummer and sickle in the middle.

Nope. This cap badge came from later time period. I believe this one was introduced by MVD USSR order # 612 from 18.08.65 " ... Эмблема на головных уборах Круглая выпуклая розетка из белого металла... Внутри розетки накладная звездочка из красной эмали с двумя скрещивающимися винтовками, края звездочек и винтовки - из желтого металла..." It was in use until 1978.
