Some crazy oligarch that doesn't know what to do with is money.The car was ordered by the president of "Евросеть" (Euroset - http://www.euroset.com/) a mobile phone comany in Russia. The car as the body of a Volga 21, but it was tuned-up by Porsche motor and so on.
