here is a nice German medal bar...but without Iron cross.

Why is there no Iron Cross? Anyone has a glue?

Two possibilities: he didn't have one, or this is the lower of a two row medal bar set.

I find the 2nd a bit more likely as a WW1 vet who did not even get the EK2 would have had a hard job to end in the Weimar 100,000 men army. Not very likely, but still not impossible...

It happened- no EK2-quite a bit- esp. in the navy...but rarely for officers.

Well, since it doesn't even have a Finnish Liberty Medal (to go with the Finnish War Medal), I think it is very improbable...

to continue this topic, may be the theory of the two row bar is realistic, because the ribbon bar contains also two other medals which I can not identify. Pls look at the picture

Hmmmm...that almost screams navy technician/Beamter to me. Note the bar is post 1938- and he has earned his Luftschutz medal by then (probably for teaching at a civil defense school or coordinating duties.

the chap below was owed an Austrian and Bulgarian WW1 medal and is notable only in that he has an HK -not an HKx. I suspect a similar career trajectory though- except your chap was aboard something that got shot at and was in Finland during the War of Liberation.
