French officer, help with medals

 I´ve bought this photo recently. I am not familiar with French uniforms, nor medals. Is this army uniform or uniform of a government official? Considering the medals he is more of a scientist than soldier.  I would be very grateful if you guys can help me with medals too. I hope I guessed them all but there is a big possibility I didn´t.

 

1. France; Order of Academic palms - Knight

2. Norway: Order of St. Olaf, Knight ????

3. France; Possibly Order of Agriciltural merit ( ribbon is not the same) ???

4. Imperial Order of the Dragon of Annam  Knight

5. Tunisia: Order of Glory (Nishan al-Iftikhar), Officer

6. Montenegro; The Order of Danilo I , Officer

Looks like you got them right...

No. 2 is definitely the Norwegian Order of St. Olav (Knight).

No. 3 can be several French orders, I think.

Not sure if the Order of Danilo is Knight grade?

Order of Danilo is 4th class.

The uniform appears to be for a diplomat.  Medals from a number of different countries would tend to support this fact.

it should be lower ranking diplomatic/consular uniform. The grades of those orders indicate the lowest rank of the holder.

Hello , He could be a consul , he carries embroidery only on the collar and cuffs . higher ranking diplomatics  carried embroidery over the chest also
