Award on the portrait painting

I saw painting from a basement tavern in Savannah, GA. 
 

Can anyone identify this award?  Can this gentleman be identified?

I would like to thank Saxcob and Augustin1813 who identified this gentleman and his award.  
 

if I ever return to this tavern, I will have to contact management/ownership.  They can add a brass plaque below and return this gentleman from the unknown.  
 

or maybe I’ll email them.  (It’s not ideal. I’m likely to get a “that’s nice. Thank you for letting us know” response.

I guess it must be a copy. 
 

I would feel better knowing it is a copy, considering where in the basement tavern I found it.

At this time, it was customary to make several copies of the same portrait. I have in my collection a portrait of general Beaumont d'Autichamp which I know exists in ay least two other copies!

Compared to the one in the museum the tavern copy is a rather crude one, especially w regard to the execution of the face.
