Sadly no, can't find him there, I guess this is one of those "invisible" Dr. jur. which were not always required to published a thesis. BUT - as Google will tell you - what you've got here is the paperwork of the later mayor (Oberb?rgermeister) of Passau, who held this position for many years, at least from 1952 on until 1965.

There seems to be a regimental history for F?sR 90, published in 1924, apparently with a number of illustrations... There are also "Traditionshefte", published in the 1930s.

The German admiral is our old friend, the later Generaladmiral Conrad Albrecht. Judging from his rank as Konteradmiral here, the photo must have been taken between 1930 and 1932.

BUT - - - guess you noticed as well - obviously that is not the ribbon bar from the Weitze lot (the Prague bar is missing)! Might be another, second bar of Filgis - he is missing the Prague bar in the photo as well...

I found him in the Saxon rolls: Urbach got his SA3bX on 8.1.1917 as Prussian Lt dR from "Leiter Zeitung 10. Ar" (?) - was he a war correspondent?

Here's a new find regarding the use of ribbon bars in Imperial Russia: During a recent trip to the Imperial War Museum London, I saw this tunic of a Russian Hussar captain - with a ribbon bar. It consists of a St. Stanislaus, St. Anne, and the 1912 medal:

THAT bar has been on Weitze's site for months, if not years, as part of a large lot to SS-Hauptscharf?hrer Hans Filgis, SS-Panzer-Gren-Rgt. 3 "Deutschland". I am actually surprised Detlev split up the lot, but maybe he just got the ribbon bar. With those devices, ?300 is not too much, I think. Here's the complete photo of Filgis:

Found some additional information on Fikentscher in an article on him from the Marine-Rundschau 1959: He got an honorary professorship from the University of Berlin in 1941. After he retired in 1943, he went zV and became "Bevollmächtigter für sanitäre Planung und Wirtschaft beim Reichskommissar für das Sanitäts- und Gesundheitswesen". He apparently held this position until 1945. He was released from POW status in June 1947 and became eye specialist in Kiel.

I think this is Generalmajor Otto Meyer (1894-1993), officer of pioneers, DKiG 8.6.1944.
