By the way, what makes you think that a "fair price" for this "rarity" is 200 euros or even 300? Without the box it will be more like 200 dollars or less. For example this set of medals was sold for 300 dollars.

Also prime minister office could award anybody at its own discretion. The exact number is not known (as per today), but at least 16 000 were issued. Quite likely the total number is much higher . It`s not very rare. It was made by japan mint. You will find its marks at the rim.

    16. This is naval, but not Manchukoan This is seaman's excellence badge from the japanese ministry of communications. First type that was issued between 1940 and 1943. This is how an original case for this badge looks like.
