Eric Stahlhut Posted March 19, 2010 Posted March 19, 2010 there are also images where one can see these packets scattered all over the ground during the award event. i've wondered what the protocol was and how they decided to disburse them. was it merely dependent on the day's schedule or how far behind they were on time? or was it dictated by quantity of awardess or even after a particularly important victory?

Haven't picked one up yet but I think many here have seen these examples, often stamped with a maker's mark. I guess there could have been similar ones in brown paper. These are much heavier than tissue paper however.
