Winners are recognized annually at a formal ceremony held in the Fall at the Herbert C. Hoover Building in Washington, D.C. The medals are awarded to individuals, groups (or teams), and organizations. Individuals and members of groups each receive a framed certificate signed by the Secretary. Organizations receive one certificate to represent the entire organization.Gold and Silver nominations must be submitted through the Honor Awards Nomination System (HANS), usually by March of each year. This award, the second highest honorary award given by the Department, is granted by the Secretary of Commerce for meritorious contributions of unusual value to the Department and the Nation. Allen and Sanders received the award for their technical contributions to the landmark report, "Advanced Telecommunications in Rural America: The Challenge of Bringing Broadband Service to All Americans." This report, a joint project of NTIA and the Department of Agriculture's Rural Utilities Service, is a high-level comprehensive study of broadband services: where they are currently deployed, why rural areas of America are lacking such services, and which new broadband technologies are best suited to provide high-speed Internet connections to rural America in the future.
