LOI 009-2002 du 5 août 2002 portant création de l’ordre national «Héros nationaux». (Présidence de la République) CHAPITRE Ier DE LA CRÉATION ET DE LA DÉNOMINATION Art. 1er. — Il est créé en République démocratique du Congo l’ordre national «Héros nationaux», en mémoire des héros nationaux, le président de la République Laurent-Désiré Kabila et le premier ministre Patrice-Emery Lumumba, assassinés respectivement les 16 janvier 2001 et 17 janvier 1961. Art. 2. — L’ordre national «Héros nationaux» est un ordre destiné à honorer et à reconnaître les mérites et loyaux services rendus à la nation par les personnes physiques nationales ou étrangères. Art. 3. — Le président de la République procède, par décret, à l’admission et à la promotion dans l’ordre national. La décoration est remise par le président de la République ou son délégué. Elle peut l’être également à titre posthume. Art. 4. — La description des insignes de différents grades est déterminée par un décret du président de la République. Art. 5. —Les conditions d’admission dans l’ordre, d’octroi des insignes, de déchéance et de réhabilitation dans l’ordre national «Héros nationaux», sont déterminées par décret du président de la République. La déchéance de la qualité de membre de l’ordre est prononcée par décret du président de la République pour cause d’indignité, de trahison ou de condamnation pénale définitive à une peine de servitude pénale à plus de 3 mois pour des faits infamants. En cas de perte de la qualité de membre, la chancellerie de l’ordre est tenue de procéder au retrait des insignes et de la carte de membre. CHAPITRE II DE L’ADMINISTRATION ET DES GRADES Art. 6. — Le président de la République est grand chancelier de l’ordre national «Héros nationaux». Art. 7. — L’administration de l’ordre national «Héros nationaux» est confiée au chancelier de l’ordre. Il est nommé et, le cas échéant, relevé de ses fonctions par le président de la République. Art. 8. — L’ordre national comprend les grades ci-après: a) grand cordon Kabila-Lumumba; b) grand officier; c) commandeur; d) officier; e) chevalier. Art. 9. — La carte de membre dans l’ordre est octroyée par le chancelier. Art. 10. — Le membre de l’ordre national «Héros nationaux» jouit du privilège de juridiction. Art. 11. — Les services de l’ordre national sont rattachés à la présidence de la République. Art. 12. — Le chancelier des ordres est assisté dans l’exercice de ses fonctions par un secrétaire général nommé par le président de la République conformément à la loi 81-003 du 17 juillet 1981 portant statut du personnel de carrière des services publics de l’État. CHAPITRE III DES DISPOSITIONS TRANSITOIRES ET FINALES Art. 13. — L’ordre national du Léopard créé par l’ordonnance-loi 66-329 du 24 mai 1966 est supprimé. Art. 14. — La présente loi entre en vigueur à la date de sa promulgation.

THE MEDAL FOR THE DEVELOPMENT OF WOMEN. Medal instituted in 2008. It is to be granted to individuals, for their contribution to the development of women's rights and issues. Like the other medals, with the exception of the Order of The Republic of Trinidad and Tobago, the Medal for the Development of Women may be awarded in gold, siver and bronze to a maximum of ten persons a year. The Proposed Criteria for the National Award for the Medal for the Development of Women The award categories and the corresponding criteria for those awards are as follows: CATEGORY 1: Nominations for Award in respect of a person: Candidates must demonstrate innovation in the promotion of gender equity for no less than ten (10) years through the promotion of: • Gender equality in the work place. • The elimination of all forms of discrimination against women by the promotion of gender equity. • Legislative and cultural reform to ensure gender equity. • Institutional mechanisms for the advancements of women. • Economic empowerment by: Overcoming marginalization, oppressive social norms access and rights to resources; Offering women choices and opportunities; and Encouraging women to fulfill their potential • Education- based programs, initiatives or personal action in the empowerment of women; and • Entrepreneurial activities CATEGORY 2: Nomination for reward in respect of Organizations Corporations/ Organizations must demonstrate innovation in the promotion of gender equity for no less than ten (10) years through: • The empowerment of women through initiatives, policies (procurement, hiring, training, etc.) or corporate social responsibility. • Outstanding contributions to women’s organizations that support soc-economic empowerment and/or through achievement in the corporate world. DESIGN: The medal consists of three parts: a medallion to which is attached a bar and winged shaped which partially surrounds the medallion and is hinged to it. THE SYMBOLS: 1. Women’s symbol- ( This symbol for the planet Venus is used in Biology for the female sex and is a stylized representation of Venus’ hand mirror. Generally it is a circle with a small equilateral cross underneath.) In this drawing it occupies the centre of the medal and its cross quadrisect the map of Trinidad and Tobago. 2. A Globe- representing the world is contained within the circle of the symbol. 3. A winged Form- articulated and suspended from the central disc is a stylized winged shaped element whose radial sections are defined in bas relief.
