In formal Court-German that would be from Jungfrau to Frau. Hence, to make it clear that the award is available to both, married and unmarried women, it was added "f?r Frauen und Jungfrauen" (plural). Nimmergut says there were at least minimum two jewelers who procuded this decoration, Godet and Wagner. If I remember correctly the discussion went that the device was bad. For some reason this red cross on the award above reminds me of that but I cannot find the thread.
