Sounds like an award appropriate to Batman and other caped crusaders, the Society for the Encouragement of Good, founded 1862, makes several awards annually

"Socieil Nationale Enduragen Ntau Bien" Not exactly French.  Might it be Rumanian?  The tree is reminiscent of Lebanon, but not exactly like their flag.  Sorry I don't have anything more positive to contribute.

I believe it should be "société nationale d'encouragement au bien".
