GOVERNMENT OF ZAMBIA STATUTORY INSTRUMENT No. 54 OF 1997 Proclamation No. 1 of 1997 (S.I. No. 54) Honours and Awards for the Republic of Zambia WHEREAS by Proclamation No. 6 of 1965 certain Honours and Decorations were instituted and created for the Republic: AND WHEREAS I am satisfied that it is necessary and desirable to revise certain provisions contained in that proclamation that- NOW THEREFORE, I FREDRICK JACOB TITUS CHILUBA, President of the Republic of Zambia, do hereby declare and proclaim that- (a) the description of the insignia of the Order of the Grand Companion of Freedom is amended by the deletion of that description and the substitution therefore of the description of the Order of the Grand Companion of Freedom as set out in the Schedule to this Proclamation; (b) the description of the insignia of the Order of Distinguished Service is amended by the deletion of that description and the substitution therefore of the description of the Order of Distinguished Service as set out in the Schedule to this Proclamation; © there is hereby instituted and created the honours to be known as- (i) “The President’s Insignia of Honour”; (ii) “The President’s Insignia of Mercy”; (iii) “The President’s Insignia of Meritorious Achievement”; (iv) “The President’s Insignia of Recognition”; (v) “The National Award for Excellence in Science and Technology”; (vi) “Certificate of Achievement”; and (vii) Certificate of Recognition”; © Proclamation No. 6 of 1965 contained in Statutory Instrument No. 347 of 1965 is Accordingly amended as set out in the Schedule to this Proclamation. SCHEDULE 1. Honour No. 4 is amended under the heading The Fourth Division by the deletion of the description of the Insignia of the Order of the Grand Companion of Freedom and the substitution therefore of the following: The insignia of the First Division of the Order of the Grand Companion of Freedom shall be a four-pointed sun-burst in gilt worn at the left breast, and at its centre in gilt shall be the Zambian Coast of Arms surrounded by a ring of scarlet enamel bearing in white enamel the words “Grand Companion of Freedom”, all supported by a spray of laurel leaves. An emerald gemstone shall be embedded to the left and to the right of the Zambian Coat of Arms. Over the right shoulder and joined at the left hip shall be a riband four inches in width, of scarlet with a strip of black one inch in width running longitudinally. The riband shall be joined at the hip by the Badge of the Order. The Second Division insignia shall be as for the First Division, but in silver gilt embedded with one emerald below the Coat of Arms, three inches in diameter and suspended by a clasp of the Eagle of Zambia from the Riband of the Order which shall be two inches wide and worn around the neck. At the left breast shall be worn the Badge of the Order in silver gilt. The Third Division insignia shall be as for the Second Division except that the Badge of the Order shall be in bronze and the Badge shall not be worn at the left breast. The Fourth Division insignia shall be a Riband of the Order two inches in width suspended from which shall be the Badge of the Order in bronze two inches in diameter and worn at the left breast. 2. Honour No. 5 is amended under the heading the Fourth Division by the deletion of the description of the insignia of the Companion Order of Freedom and the substitution therefore of the following: The insignia of the First Division shall be a four-pointed sun-burst in gilt With eagles in the four diagonals corners, at the centre of which shall be the Zambian Coat of Arms surrounded by a scroll in which shall be enamelled in black the words “Companion Order of Freedom” with an aquamarine gemstone embedded immediately before the word “Companion”, and immediately after the word “Freedom” all supported by a scarlet enamelled background, and shall be worn at the left breast. Worn from the right shoulder and joined at the left hip by the Badge of the Order shall be a riband of watered silk four inches in width of scarlet with two black stripes half an inch wide running longitudinally half an inch from each edge. The Second Division insignia shall be the Badge of the Order, three inches in diameter in silver gilt and embedded with one aquamarine gemstone in its circumference at the bottom, suspended from the Riband of the Order, two inches wide and worn about the neck. At the left breast in silver gilt shall be the Badge of the Order. The third Division insignia shall be as for the Second Division but the Badge shall be of bronze and the Badge shall not be worn at the left breast. The Fourth Division insignia shall be the Riband of the Order, two inches wide, suspended from which shall be the Badge of the Order in bronze, two inches in diameter and worn at the left breast. 3. Honour No. 6 is amended under the heading The Fourth Division by the deletion of the description of the insignia of the Order of Distinguished Service and the substitution therefore of the following: The insignia of the First Division shall be an eight-pointed star five inches in diameter of gilt at centre of which shall be the Zambian Coat of Arms around which shall be an enamelled ring in orange bearing the words “Distinguished Service: Republic of Zambia”, in black enamel, embedded with a tourmaline gemstone immediately before the word “Republic” and immediately after the word “Zambia” and shall be worn at the left breast. A riband of watered silk and four inches wide in dark blue at the edges of which shall be orange strips half an inch wide, shall be worn over the right shoulder and joined at the hip by the Star of the Order. The Second Division insignia shall be the Badge of the Order, three inches in diameter in silver gilt suspended from the Riband of the Order, two inches wide and worn about the neck. At the left breast in silver gilt shall be the Badge of the Order. The Second Division insignia shall be embedded with one tourmaline gemstone at the bottom. The Third Division insignia shall be as for the Second Division but the Badge shall be of bronze and the Badge shall not be worn at the left breast. The Fourth Division insignia shall be the Riband of the Order, two inches wide suspended from which shall be the Badge Order, in bronze two inches in diameter and worn at the left breast. 4. The following new honours and descriptions are inserted immediately after the the description of Honour No. 7: 8. THE PRESIDENT’S INSIGNIA OF HONOUR shall comprise one division only and shall be awarded to residents of Zambia who rendered valuable services worthy of special recognition and to those who, by their loyal and meritorious conduct, have been of exceptional benefit to the country. The medal shall be bronze depicting the Schalow’s Turaco bird (Nduba or Ndubaluba) in flight, 9. THE PRESIDENT’S INSIGNIA MERCY Shall comprise one division and shall be awarded to Zambians and foreigners who perform acts of mercy to people in need in a single act. The medal shall bear a picture of a mother clutching a baby in her bossom, surrounded by blue enamel with the words “President’s Insignia of Mercy” in its circumference, on the obverse. The insignia shall be silver in colour and attached to a ribbon in blue and black. 10. THE PRESIDENT’S INSIGNIA OF MERITORIOUS ACHIEVEMENT shall comprise one division and shall be awarded to persons who have distinguished themselves in any field. The medal shall be silver in colour, bear head of an elephant on the obverse and be attached to a riband in red and green. 11. THE PRESIDENT’S INSIGNIA OF RECOGNITION Shall comprise one division and shall be awarded to persons who through their inventiveness and initiative have contributed to the well being of the community in which they live. The medal shall be in brass, bear a picture of the Honey Guide bird perched on a branch bordered by a cluster of laurel leaves, the words “President’s Insignia of Recognition” and an amethyst gemstone embedded at the bottom of its circumference, on the obverse. 12. THE NATIONAL AWARD FOR EXCELLENCE IN SCIENCE AND TECHNOLOGY shall comprise one division and shall be awarded to individuals whose works represent a contribution of the highest distinction to the advancement or development of science and technology in Zambia. The medal shall be gold in colour, of gilt and bear the inscription “Award for Excellence in Science and Technology” along the circumference of the obverse, with the following signs in the centre of the face: atomic orbits, a protein structure, the mathematical symbol, a mine shaft and a roller. 13. CERTIFICATE OF ACHIEVEMENT The Certificate shall bear the Zambian Coat of Arms with a one length border on the left hand side in national colours and the President’s Seal and signature. The Certificate shall be awarded to non-school going, unemployed youth, below the age of thirty-one years, for significant contribution to the conservation of the environment, or protection of wildlife or to the development of agriculture. 14. CERTIFICATE OF RECOGNITION The Certificate shall bear the Zambian Coat of Arms and a diagonal line in national colours on the bottom corner and the President’s Seal and signature. The Certificate shall be given to a youth in recognition of contribution to music, literature, sport or other forms of fine and performing arts by that youth. 6. Honour numbers 8,9,10,11012,13,14,15,16 and 17 respectively are hereby renumbered as Honour numbers 15,16,17,18,19,20,21,22,23 and 24 respectively. HONOURS (FIRE SERVICES) WARRANT [L.N. II of 1974.] under section I [28th February, 1974] There are hereby established for the fire service the following medals, namely- (a) the Nigerian Fire Service Cross; (b) the Meritorious Service Medal; and © the Long Service Medal. Form of medals, etc. (l) The Nigerian Fire Service Cross- (a) shall consist of a Maltese Cross of bronze metal with the outer edges joined by coiled ring, having, on the obverse, in the centre, a shield similar to that forming part of the arms of the Federal Republic, the shield being surrounded by laurel wreath and the uppermost arm of the cross having on it two crossed fireman's axes and an emblematic design of a fire helmet at the top, with the inscription, in the centre, "FOR GALLANTRY"; and (b) shall have attached to it a ribbon one and a quarter inches wide divided later- ally into seven divisions of which the first and seventh shall each be five sixteenths of an inch wide and shall be dark blue, the second and sixth shall be one sixteenth of an inch wide and shall be dark green, the third and fifth shall be three sixteenths of an inch wide and shall be dark red, and the fourth shall be one sixteenth of an inch wide and shall be white. (2) The Meritorious Service Medal- (a) shall consist of a circular disc of silver-plated metal having, on the obverse, the arms of the Federal Republic of Nigeria and on the reverse, in the centre, the emblematic design of a fire helmet under which are two crossed fireman's axes and surrounded with two fire hoses which are joined at the bottom, all surrounded by two branch pipes around which are the words "FOR MERITORI- OUS FIRE BRIGADE SERVICE"; and (b) shall have attached to it a ribbon one and a quarter inches wide divided later- ally into five divisions of which the first and the fifth shall each be three eighths of an inch wide and shall be dark blue, the second and the fourth shall each be one sixteenth of an inch wide and shall be dark green, and the third shall be three eighths of an inch wide and shall be dark red. (3) The Long Service Medal- (a) shall consist of a circular disc of silver-plated metal having, on the obverse, the arms of the Federal Republic of Nigeria and on the reverse, in the centre, the emblematic design of two firemen in fighting fire positions holding a charged length of hose, surrounded by the words "FOR LONG SERVICE AND GOOD CONDUCT"; and (b) shall have attached to it a ribbon one and a quarter inches wide divided later- ally into five divisions of which the first and the fifth shall each be one quarter of an inch wide and shall be dark blue, the second and the fourth shall each be five sixteenths of an inch wide and shall be dark red, and the third shall be one eighth of an inch wide and shall be yellow.

HONOURS (PRISON SERVICES) WARRANT under section 1 [14th April, 1972] (1) There are hereby established for the prison service the following medals, namely- (a) the Nigeria Prison Service Cross; (b) the Long Service and Good Conduct Medal; and (d) the Meritorious Service Medal. 6. Form of medals, etc. (1) The Nigeria Prison Service Cross- (a) shall consist of a Maltese Cross of silver metal with the outer edges joined by coiled ring, having, on the obverse, in the centre, a shield similar to that forming part of the arms of the Federal Republic, the shield being surrounded by a laurel wreath and the uppermost arm of the cross having on it a representation of an eagle, and on the reverse, the words "FOR GALLANTRY" in the centre and "THE NIGERIA PRISON SERVICE" at the upper arm of the cross; and (b) shall have attached to it a ribbon one and a quarter of an inch wide divided laterally into five equal divisions of which the first shall be yellow, the second and fourth blue, the third green with a red stripe one sixteenth of an inch wide running along its centre, and the fifth yellow. (2) The Long Service and Good Conduct Medal- (a) shall consist of a circular disc of silver-plated metal having, on the obverse, the arms of the Federal Republic surrounded by the words "FEDERAL REPUB- LIC OF NIGERIA" and on the reverse a representation of a phoenix rising from a flame and looking towards the sun, the representation being surrounded by the words "NIGERIA PRISON SERVICE: FOR LONG SERVICE AND GOOD CONDUCT"; and (b) shall have attached to it a ribbon, one and three eighths of an inch wide, divided laterally into three equal divisions of which the first and third shall be khaki and the second rifle-green, with a silver stripe one eighth of an inch wide running down its centre. (3) The Meritorious Service Medal- (a) shall consist of a circular disc of gold-plated metal having on the obverse the arms of the Federal Republic surrounded by the words "NIGERIA PRISON SERVICE: FOR MERITORIOUS SERVICE"; and (b) shall have attached to it a ribbon one and three eighths of an inch wide divided laterally into three equal divisions of which the first shall be khaki, the second gold and the third rifle-green.

HONOURS (POLICE) WARRANT [L.N. 31 of 1966.] under section I [i st October, 1965] (1) There are hereby established for the police force the following medals, namely- [L.N. 36 of 1979.] (a) the Nigeria Police Star (b) the Meritorious Service Medal; © the Special Constabulary Medal (d) the Long Service Medal; 7. Form of medals, etc. (l) The Nigeria Police Star- (a) shall consist of a Maltese Cross of silver metal with the outer edges joined by coiled ring, having, on the obverse, in the centre, a shield similar to that forming part of the arms of the Federal Republic, the shield being surrounded by a laurel wreath and the uppermost arm of the cross having on it a representation of an eagle, and on the reverse, the words "FORGALLANTRY" in the centre and "THE NIGERIA POLlCE" at the upper arm of the cross; and (b) shall have attached to it a ribbon one and a quarter inches wide divided later- ally into five equal divisions of which the first shall be yellow, the second and fourth blue, the third, green with a red stripe one sixteenth of an inch wide running along its centre, and the fifth yellow. (2) The Meritorious Service Medal- (a) shall consist of a circular disc of silver-plated metal having, on the obverse, the arms of the Federal Republic, and on the reverse, in the centre, the emblematic design of the Nigeria Police Force surrounded by the words "NIGERIA POLlCE FORCE FOR MERITORIOUS SERVICE"; and (b) shall have attached to it a ribbon one and a quarter inches wide divided later- ally into three divisions of which the first and third shall be of equal size and shall be dark blue and dark green respectively, and the second, one eighth of an inch wide, shall be yellow. (3) The Long Service Medal- (a) shall consist of a circular disc of silver-plated metal having, on the obverse, the arms of the Federal Republic and, on the reverse, in the centre, the emblematic design of the Nigeria Police Force surrounded by the words "NIGERIA POLlCE FORCE FOR LONG SERVICE"; and (b) shall have attached to it a ribbon, one and a quarter inches wide, divided later- ally into five equal divisions of which the first and fifth shall be dark green, the second and fourth dark blue and the third yellow. (4) The Special Constabulary Medal- a shall consist of a circular disc arms of the Federal Republic of Nigeria and, on the reverse, in the centre, the emblematic design of the Nigeria Police Force surrounded by the words "NIGERIA POLICE SPECIAL CONSTABULARY FOR FAITHFUL SERVICE"; and (b) shall have attached to it a ribbon one and a quarter inches wide divided later- ally into three divisions of which the first and third shall be of equal size and shall be dark green, and the second, one eighth of an inch wide, shall be yellow.

NIGERIA [20th September, 1965] There are hereby established for the armed forces the following medals, namely- (a) the Nigeria Star; (b) the River Niger Star; © the River Benue Star; (d) the Nigeria Eagle; (e) the Distinguished Service Medal; if) the Loyal Service and Good Conduct Medal; (g) the Forces Service Star. 7. Form of medals, etc. (I) The Nigeria Star- (a) shall be of solid gold of the shape shown in the Schedule of this warrant, having in the centre the arms of the Federal Republic surrounded by the words "FEDERAL REPUBLIC OF NIGERIA: FOR V ALOUR", and (b) shall have attached to it a scarlet ribbon having embroidered thereon in gold a small representation of an eagle. (2) The River Niger Star- [schedule.] (a) shall be of gold-plated metal of the shape shown in the Schedule of this war- rant having, in the centre, two crossed swords surmounted by a representation of an eagle, the swords and eagle being surrounded by the words "FEDERAL REPUBLIC OF NIGERIA: FOR BRAVERY"; and (b) shall have attached to it a ribbon divided laterally into five equal divisions of which the first and fifth shall be red, the second navy blue, and third khaki, and the fourth air-force green. (3) The River Benue Star- (a) shall be of silver-plated metal of the shape shown in the Schedule of this war- rant having, in the centre, a representation of a warrior drawing a bow, the representation being surrounded by the words "FEDERAL REPUBLIC OF NIGERIA: FOR GALLANTRY"; and (b) shall have attached to it a ribbon divided laterally into nine equal divisions of which the first, third, seventh and ninth shall be green, the second and eighth white, the fourth and sixth black, and the fifth red. (4) The Nigerian Eagle- (a) shall consist of a circular disc of gold-plated metal of the shape shown in the Schedule of this warrant having, on the obverse, a representation of an eagle surrounded by the words "FEDERAL REPUBLIC OF NIGERIA" and on the reverse, the words "FOR BRA VERY IN ACTION" surrounded by the words "NIGERIAN ARMED FORCES"; and (b) shall have attached to it a shiny black ribbon. (5) The Distinguished Service Medal- (a) shall consist of a circular bronze disc of the shape shown in the Schedule of this warrant having, on the obverse, the arms of the Federal Republic sur- rounded by the words "FEDERAL REPUBLIC OF NIGERIA" and, on the re- verse, the words "FOR DISTINGUISHED SERVICE" surrounded by the words "NIGERIAN ARMED FORCES"; and (b) shall have attached to it a ribbon divided laterally into five equal divisions of which the first and fifth shall be blue, the second and fourth black, and the third, red. (6) The Loyal Service and Good Conduct Medal- (a) shall consist of a circular disc of silver-plated metal of the shape shown in the Schedule of this warrant having, on the obverse, a representation of the map of Nigeria surrounded by the words "FEDERAL REPUBLIC OF NIGERIA", and, on the reverse, the words "FOR LOYAL SERVICE AND GOOD CON- DUCT" and surrounding those words the number, rank and name of the holder and the words "NIGERIAN ARMED FORCES"; and (b) shall have attached to it a ribbon divided laterally into five equal divisions of which the first shall be dark blue, the second and fourth white, the third red and the fifth sky-blue. (7) The Forces Service Star- [schedule.] (a) shall consist of a circular nickel disc of the shape shown in the Schedule of this warrant having, on the obverse, a five-pointed star surrounded by the words "FOR RECOGNISED SERVICE" and, on the reverse, surrounding a blank central space, the words "FEDERAL REPUBLIC OF NIGERIA"; and (b) shall have attached to it a ribbon divided laterally into five equal divisions of which the first and fifth shall be blue, the second and fourth green, and the third, white. (8) Each of the ribbons mentioned in the foregoing paragraphs shall be 11,4 inches wide. (9) Every service medal shall be worn suspended by its ribbon from the left breast of the outer garment of its wearer. 8. Miniatures and ribbons The holder of any service medal may, when not wearing the medal itself, wear on the left breast of his outer garment- (a) a miniature reproduction of the medal (and of any bar or clasp thereto which has been awarded to him) of such size and pattern as may be approved by the President; or (b) a piece of ribbon of the same width and design as the ribbon attached to the medal, bearing, in the case of a person who has been awarded one or more bars or clasps to the medal, the corresponding number of miniature reproductions of the bar or clasp of such size and pattern as may be approved by the President.

FIJI REPUBLIC MEDAL DECREE NO. 42/1988 Description 6. - (1) The Medal shall be silver and gold and oval in shape, bearing on the obverse two crossed swords pointing upwards, superimposed in the centre with a representation of a naval anchor and a tabua, with two coconut leaves one on either side of the anchor. (2) The reverse side of the Medal shall be inscribed- (i) in the case of a Medal awarded in the Military Division-with the words: "For services in the Army, Navy, Police, Prisons, Disciplined Services"; and (ii) in the case of a Medal awarded in the Civil Division-with the words: "For service to the Republic". Ribbon 8. The Medal shall be worn on the left breast suspended from a ribbon 36 mm in width, consisting of three stripes of equal width, coloured- (a) in the case of a medal awarded in the Civil Division - navy blue, peony red, with a white strip down the centre, and rifle green in that order; and (b) in the case of a Medal awarded in the Military Division - navy blue, peony red and rifle green in that order.

THE REPUBLIC OF FIJI DECREE NO. 42 FIJI REPUBLIC MEDAL DECREE 1988 A DECREE TO PROVIDE FOR THE CREATION AND INSTITUTION OF THE FIJI REPUBLIC MEDAL AND FOR MATTERS ANCILLARY THERETO IN exercise of the powers vested in me as President and Commander-in-Chief of the Republic of Fiji, I, acting in accordance with the advice of the Prime Minister and the Cabinet, hereby make the following Decree- Short title and interpretation 1. - (1) This Decree may be cited as the Fiji Republic Medal Decree, 1988. (2) In this Decree, “Medal” means the Fiji Republic Medal instituted and created by Section 2 of this Decree. Style 2. There shall be instituted and created a medal for Fiji styled the “Fiji Republic Medal”. Medal to be awarded by the President 3. - (1) The Medal shall be awarded by the President, acting in accordance with the advice of the Prime Minister, to persons eligible under Section 5 of this Decree. (2) Where a person has been selected by the President as eligible to receive a medal in accordance with Section 5 of this Decree, but the President is himself unable to confer the award on that person, it shall be competent for the President to appoint some other person to confer the Medal on his behalf. Civil and Military Divisions 4. The Medal shall be awarded to persons in accordance with the next following section in either the Civil division or the Military Division. Eligibility 5. The persons eligible for the Medal shall be selected on the basis of meritorious and faithful service: (a) for the purpose of the Military Division of the Medal - from those loyal citizens of Fiji or others, male and female, who have served or are serving in established posts on the strength of a unit in the Fiji Military Forces, or in established posts in the Fiji Police Force, in the Fiji Prisons Service, in the Fire Services or in the Forest Guards in Fiji; and (b) for the purpose of the Civil Division of the Medal - from those loyal citizens of Fiji or others, male and female who have - (i) served or are serving as members of the Civil Service in Fiji; or (ii) rendered outstanding public service to Fiji. Description 6. - (1) The Medal shall be silver and gold and oval in shape, bearing on the obverse two crossed swords pointing upwards, superimposed in the centre with a representation of a naval anchor and a tabua, with two coconut leaves one on either side of the anchor. Registration 7. The names of all those to whom the Medal is awarded shall be entered in a Register which shall be divided into the separate Civil and Military Divisions and which s all be kept in the Office of the President. Ribbon 8. The Medal shall be worn on the left breast suspended from a ribbon 36 mm in width, consisting of three stripes of equal width, coloured- (a) in the case of a medal awarded in the Civil Division - navy blue, peony red, with a white strip down the centre, and rifle green in that order; and (b) in the case of a Medal awarded in the Military Division - navy blue, peony red and rifle green in that order. Forfeiture 9. It shall be competent for the President for the time being to cancel and annul the award to any person of the Medal, and thereupon the name of such person in the Register shall be erased. Restoration 10. The President may restore any Medal which may have been forfeited in accordance with Section 9. Regulations 11. The Medal for Long Service and Good Conduct (Military) (hereinafter referred to as the Medal) and a clasp to be attached to the ribbon by which the Medal is suspended (hereinafter referred to as the Clasp) are awarded for long service and good conduct by warrant officers, non-commissioned officers and soldiers of the Regular Force of the Royal Fiji Military Forces who have performed the requisite qualifying service as hereafter defined: Provided that prior service in any of the regular or permanent Forces of any other part of the Commonwealth, duly certified, which has not qualified for any other long service, or efficiency award shall count towards such qualifying service to the extent hereafter specified. Subsidiary title and emblem 3.-(1) The subsidiary title "Fiji" shall be inscribed on the bar attached to the mount of the Medal to denote that at the time when the recipient qualified for the award of the Medal he was serving in the Regular Force of the Royal Fiji Military Forces. (2) The Clasp will be denoted by the wearing on the ribbon of a silver rose emblem, but only when the Medal itself is not worn. Eligibility for award of Medal and Clasp 4.-(1) The medal will be awarded as a reward for long service and good conduct to all warrant officers, non-commissioned officers and soldier of the Regular Force of the Royal Fiji Military Forces have completed eighteen years of qualifying service as hereinafter defined and whose character and conduct have been irreproachable throughout their service and who are recommended by their Commanding Officers as being in every way worthy of the distinction. (2) The Clasp will be awarded to all warrant officers, non-commissioned officers and soldiers who having been awarded the Medal completed a further period of eighteen years qualifying service as hereinafter defined and whose character and conduct have been irreproachable throughout their service and who are specially recommended by their Commanding Officers. Qualifying service 5.-(1) Subject to the provisions of this regulation, the following will count as qualifying service for the Medal and for the Clasp:- (a) service in the Regular Force of the Royal Fiji Military Forces as from the date of attestation, including service under the age of eighteen years; (b) mobilized service in the Royal Fiji Military Forces Reserves; © embodied service in the Royal Fiji Military Forces Territorial Force; (d) previous service in any of the regular or permanent Forces of any other part of the Commonwealth, to the extent that such service was permitted as reckonable towards, but had not qualified for, the Medal for Long Service and Good Conduct in the Force in which it was performed. (2) Leave without pay for any period in excess of twenty-eight days at any one time shall not count as qualifying service unless granted for a purpose considered by the Commander, Royal Fiji Military Forces to be in the interest of the Force. (3) Qualifying service need not be continuous. Standard of character and conduct required 6. The standard of character and conduct required for a grading of "irreproachable" shall normally be a Regimental Conduct Sheet clear of adverse entries and no recommendation shall be submitted unless this condition has been fulfilled; Provided that in exceptional and very deserving cases a recommendation for an award may be submitted if in the opinion of his Commanding Officer the only offences recorded on the Regimental Conduct sheet of the warrant officer, non-commissioned officer or soldier in respect of whom recommendation is made are of a minor or technical nature and there is no evidence of deliberate misconduct, and in every such case the recommendation shall be accompanied by a statement setting out details of any mitigating circumstances and the reasons why it is recommended that the normal qualifications should be set aside. Eligibility of commissioned officers in certain circumstances 7.-(1) Where a warrant officer, non-commissioned officer or soldier is appointed to a commission in the Regular Force of the Royal Fiji Military Forces at any time after the 2nd day of September, 1939, he shall be eligible to qualify for the award of the Medal provided that not less than twelve years of such service were completed in the ranks. (2) Where a warrant officer, non-commissioned officer or soldier is appointed to a commission in the Regular Force of the Royal Fiji Military Forces at any time after the 2nd day of September, 1939, and has completed the first nine years of the second period of approved qualifying service in the ranks he shall, if in possession of the Medal, be eligible to qualify for the award of the Clasp. Recommendation 8.-(1) Every recommendation for the award of the Medal or Clasp shall be initiated by the Commanding Officer of the warrant officer, non-commissioned officer or soldier concerned, and, accompanied by a certificate, signed by the officer making the recommendation, as to the eligibility of such warrant officer, non-commissioned officer or soldier for such award, shall be submitted by the Commander, Royal Fiji Military Forces through the normal channels to the Governor-General for his consideration. (2) A Commanding Officer, may, in a case where he does not wish to recommend the award of the Medal or Clasp to a warrant officer, non commissioned officer or soldier who would otherwise be eligible, issue a certificate to that effect, such certificate being noted in the records of the warrant officer, non-commissioned officer or soldier concerned. Award of the Medal or Clasp 9.-(1) The Medal or Clasp will be awarded on the authority of the Governor-General and notification of every such award shall be published by notice in the Gazette. (2) Presentation of the Medal or Clasp should, if practicable, be made at a regimental parade. Forfeiture and restorations 10.-(1) If the character and conduct of any person to whom the Medal or the Medal and Clasp has been awarded ceases to be irreproachable his Commanding Officer shall at once withdraw the Medal or Medal and Clasp and report the case to the Commander, Royal Fiji Military Forces, for submission through the usual channels to the Governor- General who may order the forfeiture of the Medal or of the Medal and Clasp. (2) Any Medal or Medal and Clasp forfeited under the provisions of this regulation may, in the discretion of the Governor-General be restored at any time. (3) Notice of every forfeiture or restoration of the Medal or Medal and Clasp shall be published by notice in the Gazette.

EFFICIENCY MEDAL REGULATIONS Regulations 31st January 1936, 8th December 1943, 17th December 1947 Made by the Governor under the authority of the Royal Warrant of 23rd September 1930. 1. The Efficiency Medal and Clasps are awarded as a reward for long and efficient service to warrant officers, non-commissioned officers, and men of the Authorised Auxiliary Forces of the Empire (and their Reserves); their award is governed by the Royal Warrant dated 23rd September, 1930. 2. Officers who are serving or who have served as such on the Active List of any of His Majesty's forces during the present emergency and who were, on 2nd September, 1939, serving as officers, warrant officers, non-commissioned officers, men or auxiliaries on the Active List of any of the Authorised Auxiliary Forces of the Empire, and were embodied under any Proclamation by the Governor shall be eligible subject in other respects to the conditions laid down in the Royal Warrant of 23rd September, 1930 (as subsequently amended) for the award of the Efficiency Medal and Clasps and be allowed to reckon their service as officers as qualifying service for the Medal and Clasps, except that officers who, before the 23rd September, 1930, had qualified for the award of the Efficiency Decoration shall not be eligible for the Medal and Clasps unless they are qualified under the terms of the Royal Warrant of 23rd September, 1930. 3. Officers as aforesaid who were serving as warrant officers, non- commissioned officers, or men on the Reserve of any of the Authorised Auxiliary Forces of the Empire (provided such Reserve Service entailed for Reservists a liability to join the Auxiliary Force for active service upon its mobilization) on 2nd September, 1939, and who were embodied under any Proclamation by the Governor shall be eligible subject in other respects to the conditions laid down in the Royal Warrant of 23rd September, 1930, for the Efficiency Medal and Clasps and be allowed to reckon their service as officers as qualifying service therefor. 4. Any person who under the terms of regulations 2 and 3 receives an Efficiency Medal and Clasps and is or subsequently becomes entitled to an Efficiency Decoration shall not be permitted to wear such medal or clasps with the Efficiency Decoration, except under the conditions laid down in the Royal Warrant of 23rd September, 1930. 5. Warrant officers, non-commissioned officers, and men of the Fiji Defence Force, who on or after 23rd September, 1930, have completed 12 years' qualifying service as hereinafter defined shall be eligible for the award of the Medal. A Clasp to be worn on the ribbon of the Medal will be awarded to a recipient of the Medal on completing 18 years' qualifying service, and a further Clasp on completing 24 years, qualifying service. 6. The subsidiary title of the Medal awarded to warrant officers, non-commissioned officers, and men who complete the requisite period of qualifying service while serving in the aforesaid Fiji Defence Force shall be "Fiji" and the word "Fiji" shall be inscribed on the Bar mount of the Medal so awarded. 7. Service as described below shall be regarded as qualifying service, provided that none of it has been previously counted as qualifying service for the grant of any other Long Service, Good Conduct or Efficiency Medal or Clasp- A. Service in the ranks on the active list of the aforesaid Fiji Defence Force, such service having been efficient in accordance with the regulations governing service in such Forces. B. Service in the ranks of other Authorised Auxiliary Naval, Military, or Air Forces of the Empire in which training in peace time is a prescribed condition of service as well as service in any Reserves to these Forces, subject to the annual training being equivalent to that normally carried out by their parent Forces, provided the individual concerned also performed such training and that efficiency is determined by the standard required for the latter Forces, such service in both cases having been qualifying service in accordance with the regulations under the Royal Warrant of 23rd September, 1930, applicable to the Force in which or with whose Reserves the service was rendered. C. Service in the ranks of a Cadet Corps or as a cadet in an Officer's Training Corps in Great Britain or in any of His Majesty's Dominions, Colonies, or territories under His Majesty's protection, such service being qualifying service in accordance with the regulations under the Royal Warrant of 23rd September, 1930, applicable to the Auxiliary Forces of the domain or territory in which the service was rendered. D. Service in any Forces mentioned in sub-paragraphs A and B during their embodiment, other than service covered by those sub-paragraphs, the exact period of such embodiment only being counted, provided always both as regards this service, and that referred to in the said sub-paragraphs A and B, that a period of two months embodied service in any calendar year will be allowed to count as the equivalent of efficient service for that year. E. Service on the Permanent Staff of the aforesaid Fiji Defence Force by members of the Permanent Forces of the Empire, except such service as may be covered by sub-paragraph F below, and service in the Defence Force Reserve shall not reckon as qualifying service for the Medal or Clasps. F. War Service- (i) A warrant officer, non-commissioned officer, or man of the aforesaid Fiji Defence Force who was serving in the ranks of such Forces or in the ranks of any other Authorised Auxiliary Force of the Empire including their Reserves (provided such reserve service entailed for reservists a liability to join the Auxiliary Force for active service upon its mobilization) on 4th August, 1914, and who before 11th November, 1918, served, or accepted an obligation to serve, on military service beyond the borders of the territory of the Force of which he was a member, will reckon two-fold as qualifying service all embodied service on the Active List, whether commissioned or in the ranks, given between the dates of embodiment and of disembodiment of the Force in which he was serving, whether such service was in the Royal Navy, Regular Army, Royal Air Force, Special Reserve, Territorial Force, or Dominion or Colonial Forces. (ii) Except as provided in sub-paragraph (i), commissioned service in the case of those men who were commissioned after service in the ranks of an Authorized Auxiliary Force of the Empire during the period of embodiment of the Force consequent upon the outbreak of war on 4th August, 1914, and who, having relinquished their Commissions, reenrolled in the ranks of an Authorised Auxiliary Force prior to 1st January, 1922, shall count as single qualifying service for the Medal or Clasps. (iii) Except as provided in sub-paragraph (i), service in the ranks in the Royal Navy, the Regular Army, Royal Air Force, or a Permanent Force of a Dominion, Colony, or territory under His Majesty's protection during the period 4th August, 1914, to 31st December, 1921, shall count as single qualifying service for the Medal or Clasps. (iv) Warrant Officers, Non-commissioned officers and men of the aforesaid Forces who were serving in the ranks of the said Forces or in any other authorised Auxiliary Force of the Empire including their Reserves (provided such Reserve Service entailed for Reservists a liability to join the Auxiliary Force for active service upon its mobilization) on 2nd September, 1939, and who were embodied under any Proclamation by the Governor, shall be allowed to count embodied service during the present war two-fold as qualifying service towards the award of the Efficiency Medal and of the two clasps thereto. (v) If, during the present war, a Warrant Officer, Non- commissioned officer or man serving in the aforesaid Forces is released from military service, other than at his own request, for the purpose of work of national importance, and if he is recalled for military service before disembodiment of the Forces, his period on the Non-Effective list will rank as single qualifying service towards the award of the Efficiency Medal. (vi) In the case of these warrant officers, non-commissioned officers and men, service in the ranks with any of His Majesty's forces during the present war, which is of not less than two months in each calendar year, will be allowed to count as the equivalent of two annual 'trainings', but not more than two 'trainings' (including equivalent service) shall be reckoned in any one calendar year for the purpose of this Regulation. (vii) Continuity of qualifying service will be admitted in the case of any of these warrant officers, non-commissioned officers and men, who, having been discharged from His Majesty's forces during the present war by reason of wounds or illness contracted on service subsequently during the period of embodiment, voluntarily re-enlisted into such forces after recovery. (viii) For the purposes of sub-paragraphs (iv) to (vii), the term "the present war" means any war in which His Majesty may be engaged between the second day of September 1939 and such date as may thereafter be declared by Order in Council to be the date of cessation of hostilities. H. No service shall count more than two-fold towards the award of the Medal and Clasps. I. Continuity of Service- (a) Service must have been rendered continuously except- (i) during the period 4th August, 1914, to 31st December, 1921, or (ii) when given in different Authorised Auxiliary, Naval, Military, or Air Forces in the same portion of the Empire, provided that the break does not exceed twelve months, or (iii) when leave of absence has been granted by the Commandant to a member of the Fiji Defence Force to proceed on leave beyond Fiji provided that the member concerned resumes duty in the Fiji Defence Force forthwith upon his return to Fiji. (b) The following periods, although inadmissible as qualifying service (save in the circumstances hereinbefore described) will not be reckoned as breaking continuity of service:- (i) Service in the Royal Navy, Regular Army, Royal Air Force, or in a Permanent Force of a Dominion, Colony, or territory under His Majesty's protection, or in the Reserves of such Forces or in the Reserves of any Authorised Auxiliary Force of the Empire. (ii) Intervals between service in the Royal Navy, Regular Army, Royal Air Force, or in a Permanent Force of a Dominion, Colony, or territory under His Majesty's protection, or in an Authorised Auxiliary Force of the Empire, during the period 4th August, 1914, to 31st December, 1921. (iii) Service of men of the aforesaid Fiji Defence Force whilst released from military service for the purpose of being employed on work of national importance, which will be de- fined as occasion arises, during a period of embodiment. (iv) Periods of desertion or absence without leave of men of the aforesaid Fiji Defence Force during embodiment or training either in camps or barracks, provided that they continue to serve after their offence has been dealt with. (v) Periods of detention or imprisonment during annual training or embodiment. 8. The Efficiency Medal will be worn suspended on the left breast by a green ribbon, one inch and a quarter in width, with yellow stripes down the edges, but the recipient of any other Long Service, Good Conduct or Efficiency Medal will only be permitted to wear the Efficiency Medal (with or without Clasps) with them if he has completed the full period of qualifying service in respect of each Medal or Clasp. 9. Wearing of Roses-In undress and service uniform when ribbons only are worn, the grant of Clasps will be denoted by the wearing on the ribbon of small silver roses, one or more according to the number of Clasps awarded. The rose (or roses) will not be worn on the ribbon when the Medal is worn. 10. Applications for the Efficiency Medal and Clasps-Applications for the Medal and/or Clasps should be made in writing by the Commanding Officer of the Corps of the Auxiliary Force in Fiji in which the warrant officer, non-commissioned officer, or man is or was serving when he completed the period of qualifying service, and should be supported by a statement in Form A appended to these Regulations of his service qualifying for the Medal and/or Clasps. Commanding Officers will forward their recommendations through the usual channel of correspondence to the Governor-General together with a certificate that the person recommended has completed the qualifying period of 12, 18, or 24 years' efficient service and that he is in every way deserving of the Efficiency Medal or Clasp. 11. Grant of the Medal and Clasps-The Medal and/or Clasps will be awarded on the authority of the Governor-General or Officer Administering the Government and a notification of such awards will be published in the Gazette. 12. Loss and replacement - When a Medal or Clasp has been lost and it is desired to replace it, a declaration must be made before a magistrate staling the circumstances under which the loss occurred, and the rank, name, and corps of the person to whom the Medal or Clasp belonged. This declaration should be forwarded to the Governor-General through the usual channel of correspondence in the case of a member who is still serving, and direct in the case of a person who has retired. The Medal and any Clasp or Clasps lost therewith will be replaced, on payment, if the explanation as to loss is considered satisfactory. 13. Forfeiture and restoration - (a) A recipient of the Medal who suffers death by sentence of a Military Court or is dismissed or removed from his corps or regiment for misconduct shall forfeit the Medal, and any Clasp or Clasps awarded to him, unless the Governor-General shall otherwise direct. (b) A recipient of the Medal who has been convicted of an offence of the following nature, viz., treason, sedition, mutiny, cowardice, desertion, or disgraceful conduct of an unnatural kind (under section 18(5) of the Army Act), or who, while subject to military law, is convicted by the civil power shall be liable at the discretion of the Governor-General to forfeit the Medal and any Clasp or Clasps awarded to him. © A Medal and any Clasps so forfeited may be restored by the Governor-General at his discretion. (d) A notice of forfeiture or restoration shall in every case be published in the Gazette.

The medal with the ribbon green, white, green ROYAL BAHAMAS DEFENCE FORCE (INAUGURATION MEDAL) REGULATIONS [Commencement 1st April, 1982] 1. These Regulations may be cited as the Royal Bahamas Defence Force (Inauguration Medal) Regulations. 2. There shall be in respect of the Royal Bahamas Defence Force a medal (hereinafter referred to as “the medal”) to commemorate the inauguration of the Royal Bahamas Defence Force. 3. The medal shall be a circular silver medal one and a half (1§) inches in diameter bearing on the obverse the Coat of Arms of the Commonwealth of The Bahamas, on the reverse an emblematic design consisting of an anchor in a circle bearing the words “Royal Bahamas Defence Force” surrounded by a laurel wreath and surmounted by a shield bearing a representation of the Santa Maria and a demisun, and below, the figures “1979”. 4. (1) The Governor-General may, on the advice of the Minister after consultation with the Commander of the Royal Bahamas Defence Force, award the medal to — (a) any present or past member of the Royal Bahamas Defence Force; and (b) any civilian who was instrumental in the establishment and organisation of the Force, as may be designated as being so instrumental by the Minister. (2) The name of any person to whom the medal is awarded shall be published in the Gazette. 5. The medal shall be worn on the left breast suspended by means of a ribbon one and a half (1§) inches in width and shall be green with a white strip one half (§) inch in width in the centre of the ribbon. 6. (1) The Governor-General may, on the advice of the Minister after consultation with the Commander of the Royal Bahamas Defence Force, cancel the award to any person of the medal and the person shall forthwith return the medal to such person as may be designated by the Governor-General to receive it. (2) A notice of the cancellation of the medal shall in every case be published in the Gazette. 7. If a medal is lost it may on the advice of the Minister be replaced at the expense of the person to whom it was awarded. 8. Any person who — (a) not having been awarded a medal under these Regulations wears the medal or any other medal or decoration so nearly resembling it as to be calculated to deceive; or (b) falsely represents himself to be a person who is or was entitled to wear such medal; or © without lawful authority or excuse supplies or offers to supply such medal to any person not authorised to wear it, shall be guilty of an offence and shall be liable on summary conviction to a fine not exceeding fifty dollars ($50.00) and in default of payment to imprisonment for a term not exceeding one month.
