      Here is the M93 jacket they go onto... notice the velcro square where the rank would be afixed.

      From everything I can see, these ranks are for Corporal and Junior Sargeant. However, all of the charts have these rankings in red, not gold or silver. These velcro chest rankings are for use on the Serbian War(1999) era field jacket. Any help would be greatly appreciated.

      The Gussarsky Belorussky Regiment board looks to be made in very high quality, when compared with the others here. Was that an elite unit? I dont see any stars or pips.... how can you tell the rank?

      I would say that this is not a common German award. Nice painting of a senior ranking postal official. I would love a set of those boards.
