Looks like he is wearing a swastika armband and a brown shirt and sam brown belt .Clearly also an SA man in the 1930's .Should not be so difficult to indentify if you have the series on PLM bearers.

That is a very interesting picture. If you look closely at his medal bar you will not see an HOH3X. Either he never received it or he choose not to wear it.
